Centralia Mine, Central Field, West Packwood
About the Project
The U.S. Department of the Interior, Office of Surface Mining Reclamation and Enforcement (OSMRE), Western Region Office, is processing a reclamation liability release application for the Centralia Mine Permit Number WA-0001H.
TransAlta Centralia Mining LLC (TCM) is the Permittee and Operator of the Centralia Mine, which is located at 1015 Big Hanaford Road in Centralia, Washington. TCM is applying for Phase I, II, and III Liability Release (LR) on 181.6 acres of land located within the Central Field identified as West Packwood LR-1. Mining activity within the area of the requested liability release occurred during the period of May 1978 through 2006.
The West Packwood LR-1 application is evaluated in accordance with 30 CFR 800.40 – Requirement to Release Performance Bonds. The West Packwood LR-1 application provides a demonstration of backfill and grading consistent with the approximate original contours of the reclamation plan (Phase I), establishment of drainage control and topsoiling (Phase II), vegetative success for a minimum of 5-years consistent with the approved post-mining land use (Phase III), and documentation as to whether surface or subsurface water pollution is occurring, the probability of future occurrence, and the estimated cost of abating pollution if it is occurring or predicted to occur.
A decision record is prepared after the application is deemed complete, and after a site inspection is conducted within 30-days of the application being deemed complete.
