The Utah Division of Oil, Gas and Mining administers the State’s approved SMCRA program regulating the surface and underground mining of coal. The Division evaluates applications for mining permits, revisions and renewals, permit transfers, bond releases, and exploration, issues and maintains permits and conducts inspections of coal mines to ensure compliance with the program’s requirements. Since 1981, Utah’s regulatory program has been a partnership effort between the State and the Office of Surface Mining Reclamation and Enforcement.
The Division regulates exploration for, and development of, coal in the State of Utah which supports the existence of a viable coal mining industry to meet the nation’s energy needs; implements standards that safeguard the environment and protect public health and safety; and achieves the successful reclamation of land affected by coal mining activities.

We are soliciting comments from citizens, environmental groups, and industry regarding our proposed 2014 annual oversight performance agreement for Utah. Please submit your comments for our consideration from May 1-15, 2013 to Jeff Fleischman or in writing to Office of Surface Mining, Casper Field Office, Dick Cheney Federal Building, POB 11018, 150 East B Street,Casper, Wyoming 82601-7032. If you are for interested in discussing specific comments on the proposed performance agreement, please contact the Field Office Director at the address above.
