Public Comment Extended

The Office of Surface Mining Reclamation and Enforcement (OSMRE) is announcing the extension of the public comment period from April 29, 2014 to May 13, 2014, to submit comments on the matter discussed below.

Availibility of an Environmental Assessment (EA) for Public Review and Comment.

Proposed Revision of Permit WA0007D for Resumption of Coal Mining at Pacific Coast Coal Company’s John Henry No. 1 Mine; and Proposed Renewal of Permit WA0007D

In accordance with the Council on Environmental Quality (CEQ) regulations and the Department of the Interior (DOI) procedures for implementing the National Environmental Policy Act of 1969 (NEPA) 42 U.S.C. 43332(2)(C), the Office of Surface Mining Reclamation and Enforcement (OSMRE) has prepared an Environmental Assessment (EA) to evaluate the environmental effects of: 1) Pacific Coast Coal Company’s (PCCC’s) proposed renewal application for Federal Permit WA0007D; and 2) a proposed permit revision application to reinitiate mining at the John Henry No. 1 Coal Mine. This mine is located northeast of the City of Black Diamond and west of Lake 12, between the Green River Gorge Road and the Black Diamond-Ravensdale Road, in Sections 11 and 12, T21N, R6E, W.M. The John Henry Mine has not produced coal since 1999.

The proposed reinitiation of mining would, if approved, occur within the confines of the current permit area, and will commence at the western edge of Pit 2. The new mining would result in the resumption of blasting activity, operation of the coal processing plant, and increased truck traffic. OSM invites public participation and is soliciting comments on the EA which will be available for review beginning on March 18, 2014, and ending on April 8, 2014. To be assured consideration, comments concerning the EA must be provided by April 29, 2014. All comments received during this review period will be taken into consideration by OSMRE before a decision is made on the above indicated permitting actions. A copy of the EA is available for public review at OSMRE’s Olympia Area Office located at 711 Capitol Way, Suite 703, Olympia, Washington 98501, between the hours of 7:00am and 2:00pm. The EA is also available for viewing at the City of Black Diamond’s office located at 24301 Roberts Drive, Black Diamond, Washington 98010 between the hours of 9:00am and 3:00pm. The EA is also available for viewing on the City’s web page at www.ci.blackdiamond.wa.us.
